It's the law that cigarettes have to come in a pack of twenty. That means that with taxes a pack of cigarettes runs $8.50 or more however, this law did not apply to small cigars — so stores could sell singles and they only cost a dollar or less.
New Boston Regulation
In 2012, the Boston Board of Health implemented a regulation requiring that these cigars be sold for no less than $2.50 which makes them a lot less attractive to youth
