 The Award Notice/Bidder’s List for the HIV/AIDS Case Management and Health-Related Support Services in Clinic-Based and Community-Based Settings RFR has been released. The Boston Public Health Commission (BPHC), Bureau of  Infectious Disease, HIV/AIDS Services Division in conjunction with the Massachusetts Department of Public Health (MDPH), Office of HIV/AIDS, seek proposals to provide HIV/AIDS Case Management and Health-Related Support Services in Clinic-Based and Community-Based Settings, inclusive of case management that is provided in homes and other living environments that target people living with HIV, including those who know their HIV status but are not in care. Health-Related Support Services include Psychosocial Support (Peer Support and Non-Traditional Mental Health), Food Services/Medical Nutrition Therapy, Client Advocacy (Linguistic and Legal Services), Housing Services (Housing Search, Advocacy, and Rental Assistance), and Medical Transportation. The goal of this joint procurement is to streamline services that are essential to 1) the identification and linkage to care of HIV+ individuals who previously were unaware of their status, 2) the re-engagement of HIV+ individuals who have fallen out of care, and 3) the support of individuals’ ongoing maintenance in care.

This is a joint RFR process between BPHC and MDPH, and is open to all applicants within the Commonwealth of Massachusetts and the Boston Eligible Metropolitan Area (EMA).  However, only providers within the 10 counties of the Boston EMA are eligible to receive Ryan White Part A funds as a result of this RFR. The Massachusetts portion of the EMA consists of Suffolk, Norfolk, Bristol, Essex, Middlesex, Plymouth and Worcester Counties and the New Hampshire portion of EMA includes Hillsborough, Rockingham, and Strafford counties.  To be eligible to receive Ryan White Part A funds, an applicant must be a certified Non-profit 501 (c) (3), or a public entity, be located within the ten counties of the Boston EMA, and be proposing to provide services to people living with HIV in the EMA.

The Request for Responses (RFR) will be released at 12:00 noon on Wednesday, November 3, 2010.  On the release date, the RFR may be obtained at the Boston Public Health Commission, 1010 Massachusetts Ave, 2nd Floor, Boston, MA 02118 or online.  It will not be mailed to any applicant.  In addition, the RFR and all accompanying documents will be made available for download on the same date on the BPHC website and the MDPH website, www.comm-pass.com (click on the Solicitations tab and enter 200120 into the Document Number Field).

All potential applicants are strongly encouraged to attend the Bidders’ Conference.

Copies of the RFR will also be available at the Bidder's Conference. BPHC and MDPH staff will review the document at the Bidder's Conference and this will be the only opportunity to ask questions regarding the RFR. If special accommodations are required during the Bidders’ Conference, please contact BPHC in advance.
