Massachusetts Uncompensate (Free) Care Pool

After being determined ineligible for other payment options, Massachusetts residents of all ages can apply for help paying for hospital and health center bills from the Massachusetts Uncompensated (Free) Care Pool.

Are there income limits for free care?
Your family income needs to be less than 200 percent of the poverty level (see income chart ) for you to be eligible for full free care. If your family income is between 200 percent and 400 percent of the poverty level, you are eligible for partial free care. In a few instances family income of any level may qualify for “medical hardship” assistance. Call the Mayor's Health Line at (617) 534-5050 for more information.

What is partial free care?
If you qualify for partial free care you will have a deductible based on your income. Once you meet your deductible you qualify for full free care.

Can immigrants receive free care or partial free care?
Yes. Any person, child or adult, regardless of immigrant status, is eligible for full or partial free care. Non-Massachusetts residents are eligible for free care for emergency and urgent care only.

What is covered under the Free Care Pool?
What is covered depends on the services offered at each hospital or health center. You need to check with the particular hospital or health center to find out what it covers. Free care does not cover private doctors' bills.

How do I apply for free or partial free care?
You must apply at each hospital or health center where you use services.

Why apply for MassHealth or the Children's Medical Security Plan when my child can apply for free care?
Both MassHealth and the CMSP offer your child better and more benefits than free care. Free care is not an insurance program.
