CareNet (formerly known as Boston HealthNet)

CareNet is sponsored by Boston Medical Center & affiliated Health Centers.  This plan is available to all age groups with incomes under 200% of the federal poverty level and provides a wide-range of health care services.  Must receive care at one of 13 participating sites.  

Center Care

CenterCare is a public health program for improving the self-management of clients with chronic illnesses served by community health centers throughout Massachusetts. Its aim is to support programs of support and services for the self-care of clients with diabetes, asthma, clinical depression and other selected conditions. These programs help enhance medical management and prevent medical complications. CenterCare is open to individuals who meet income guidelines, are residents of Massachusetts and 19 years of age or older.

Commonwealth Cares

Is an insurance program for adults 19 years of age and older under 300% of fpl who do not have health insurance. There are four plan types depending on income level and eligible residents enroll in one of four managed care plans.

Dental Services
Many local health centers and schools of dentistry offer low cost dental services.  A complete listing is available by calling the Mayor’s Health Line.

Free Care
Contact your local hospital or clinic for more information.
Free Care and partial free care covers inpatient, outpatient and emergency medical services.  In most cases, doctors’ fees, laboratory fees, out patient and prescription drugs are not covered at hospitals.  Most services provided at health centers, including doctor services, are covered.  Free Care is available to anyone, including undocumented immigrants, with incomes at 200% of the federal poverty level.  Partial free care is available to people between 200% - 400% of the federal poverty level.

  • You are automatically eligible if you’re enrolled in Healthy Start, CenterCare or EAEDC
  • Current MassHealth enrollees who were not enrolled at time of reception of medical services, are eligible for free care coverage of those services.

Healthy Start is run by the Massachusetts Office of Medicaid and is for pregnant women who cannot receive Mass Health/Prenatal

The Insurance Partnership

The Insurance Partnership makes health insurance more affordable for qualified small businesses( including the self-employed) and their employees. The Insurance Partnership is not a health plan. It is a program that can help pay for the health insurance you offer to your employees.

Under the Insurance Partnership, small businesses that provide health insurance to their qualified employees can have part of their costs paid for by the Commonwealth of Massachusetts.

MassHealth

MassHealth is a joint state and federal umbrella program that provides medical services for certain low to moderate income Massachusetts residents.  Eligibility depends on meeting income guidelines described as a percentage of the federal poverty level and on meeting other eligibility standards described below.

MassHealth Standard, is the most comprehensive state-funded health care program offering a full range of benefits, including hospital visits, doctor visits, dental visits, lab services, OB/GYN services, well-child visits, prescription drug coverage, mental health, and substance abuse services.  In addition to meeting the income guidelines, one of the following conditions must also be met:

  • Pregnant
  • Under age 19
  • A parent with his/her child under 19
  • Disabled according to standards set by federal law  

MassHealth CommonHealth offers health-care benefits similar to MassHealth Standard to disabled adults and disabled children who are not eligible for MassHealth Standard.  There are no income guidelines, but those with an income above a certain level may be required to pay a premium or a one-time-only deductible.  The conditions required for eligibility are:

  • Disabled child under 19
  • Disabled persons aged 19 through 64 who work 40 hours of more a month, or if not working have a one-time deductible and a possible monthly premium based on a sliding scale depending on income
  • Disabled persons aged 19 through 64 who work less than 40 hours a month, over 133% of the federal poverty leevel, must pay a one time deductible and possibly a monthly premium
MassHealth Basic offers more limited range of health-care benefits than the Standard plan, but it offers benefits to certain disabled adults.  The conditions required for eligibility are:
  • Under age 65
  • Does not have health insurance
  • Recipient of EAEDC and/or services from DMH
  • Legal, but Federally non-qualified alien who applied before 7/1/96
MassHealth Buy-In pays for all of or part of a person’s private health-insurance premium.  The family monthly income must be less than 133% of federal poverty level.  The conditions required for eligibility are:
  • Have not worked in more than one year, or have not earned enough to collect unemployment
  • Not eligible  to collect unemployment benefits
MassHealth Family Assistance offers coverage to children through age 18 under 300% of federal poverty level who cannot be covered under MassHealth Standard or MassHealth CommonHealth because of a failure to meet the income guidelines.  This plan also pays part of a family’s health insurance premium if they have or can receive health insurance from an employer.

MassHealth HIV provides coverage to adults and children HIV+ up to 200% of the federal poverty level.  You do not have to have AIDS or be disabled to qualify.  This plan may provide direct coverage or pay part of your health insurance premium if you have or can receive health insurance from your employer.

MassHealth Limited provides emergency health services to undocumented immigrants who are prevented by Federal law from receiving more services.  The standards for eligibility are similar to those for MassHealth Standard.

MassHealth Prenatal offers health-care benefits right away to pregnant women for up to 60 days.  During the 60 days, the MassHealth will decide if the pregnant woman is eligible for another type of MassHealth coverage.  The unborn baby may be counted as an additional family member.

Medical Security Plan (MSP)

The Medical Security Plan is a health plan for residents who are receiving unemployment compensation benefits.  The plan provides health insurance through two different programs called Premium Assistance and Direct Coverage. To be eligible for MSP one must:
  • be receiving or eligible to receive unemployment benefits for employment with a Massachusetts employer other than from employment with the federal government or armed forces
  • be a Massachusetts resident

Pharmacy programs:
  • MassMedLine - 1-866-633-1617 or http://www.massmedline.com is a free service offered as a public private partnership between the Massachusetts Executive Office of Elder Affairs and the Massachusetts College of Pharmacy and Health Sciences. MassMedLine is open Monday - Friday 8:00 AM - 6:00 PM. This toll-free hotline offers access to a team of pharmacists and case mangers who assist callers with medication questions and compliance, screen for available insurance options and evaluate for eligibility to programs for medication access through the pharmaceutical industry or private assistance programs.
  • Prescription Advantage - 1-800-953-3305 State program for those over 65, not receiving MassHealth & under 150% of the federal poverty level.
  • Mayor’s Neighborhood Pharmacy Program - (617) 635-3993 reduced costs on prescriptions at participating pharmacies. Must be over 65, a Boston resident and income less than 200% of federal poverty level.
  • Pharmacy Assistance Program - your health care provider can provide you with the application
  • Free Care (link to Free Care section)  Certain health centers and hospitals cover pharmacy costs
  • Boston Health Net - for enrollees only up to $100 per prescription per month
