JOHN F. BILOTAS, NREMT-P EMT Bilotas is
the Coordinator of the Boston Metropolitan Medical Response System. He attended
the Boston Public School System, and graduated from Bunker Hill Community College,
majoring in Fire Science and Emergency Medical Technician. He has studied at Northeastern
University for Paramedic. In his 25 years of service in EMS, EMT Bilotas has gained
significant experience responding to hazardous materials incidents. He is a HAZMAT
instructor and developmental trainer for the Boston EMS Academy, and an active
instructor in the recruit HAZMAT training. He has also been an instructor for
the Department of Defense in training for Weapons of Mass Destruction.
KATHRYN BRINSFIELD, MD, MPH, FACEP
Dr. Brinsfield is the Medical Director for the Boston Metropolitan Medical Response
System (MMRS). She is also the Assistant Supervisory Medical Officer for the
International Medical and Surgical Response Team and the Massachusetts-1 Disaster
Medical Assistance Team. She responded with these groups to Ground Zero on September
11th, as well as numerous other incidents. Dr. Brinsfield is Director of Research,
Training and Quality Improvement for Boston Emergency Medical Services, and
an Assistant Professor of Emergency Medicine at Boston University. She graduated
with honors from Brown University, received her MD from Tufts School of Medicine,
and her Masters of Public Health from Boston University.
SOPHIA DYER, MD, FACEP Dr. Dyer received
her undergraduate degree in Health Sciences at the Massachusetts College of
Pharmacy and Allied Health Sciences. She completed her medical degree at Boston
University, where she received the Award of Excellence in Emergency Medicine.
Her residency in Emergency Medicine was at Boston City Hospital, her final year
at Boston City Hospital was as Administrative Chief Resident and received the
Frommer Award for Excellence in Emergency Medicine. After completing emergency
medicine training, Dr. Dyer completed a Fellowship in Medical Toxicology and
Clinical Pharmacology at the Massachusetts Poison Control System, performing
clinical work at Children’s Hospital as an instructor in pediatrics, at
Harvard Medical School. Dr. Dyer is board certified in both Emergency Medicine
and Medical Toxicology. Currently, she is an Assistant Professor of Emergency
Medicine at Boston University School of Medicine and Assistant Medical Director
at Boston Emergency Medical Services. She holds additional certifications in
soil gas sampling, EPA air quality monitoring for hazardous materials, advanced
hazardous materials life support [instructor level], CAMEO, ACLS, PALS and ATLS.
Dr. Dyer is currently enrolled in the Tufts University School of Engineering
for her masters in Environmental Health. Her completed course work includes:
Environmental Toxicology, Site Remediation, Environmental Risk Communication,
Exposure Assessment and Risk Assessment.
CAPTAIN ROBERT Y. HALEY, EMT Captain Haley
is Supervisor of the Special Operations Division, Boston EMS, which includes
responsibilities for Operational Command of the Bicycle Defibrillation Team,
Harbor Patrol Unit, Tactical Response Unit and Hazardous Materials Unit. He
maintains Operational Authority for Technical Rescue Support, VIP Events, and
Anti and Counter Terrorism activities. He serves as Co-chairman of the MMRS
Development Team for the U.S. Public Health Service, National Faculty Member
for the National Domestic Preparedness Program, and Faculty Member for Department
of Defense “Operation Responder” course. An EMT since 1978, he has
extensive experience in tactical planning, implementation and evaluation for
“out of the ordinary” large population events such as the Boston
Marathon, Sail Boston Tall Ships, USS Constitution 200th Birthday, Boston’s
Fourth of July, and First Night. Captain Haley is an Executive Board Member
of the National Disaster Medical System, MA-1 DMAT, and IMSURT East Teams, which
have deployed six times at national and international disaster scenes. Captain
Haley has many additional certifications for hazardous materials and terrorist
incident management, as well as tactical medical intervention and response.
WILLIAM A. LORENZEN, BS, MS Mr. Lorenzen
is the Radiation Safety Officer for the Boston Children’s Hospital. Mr.
Lorenzen received his undergraduate degree in Environmental Engineering at Wentworth
Institute. He completed his Masters Degree in Radiological Sciences at the University
of Lowell. He is a Registered and Nuclear Incident Advisory Team Member and
the Director of the RSO Section, of the National Health Physics Society (HPS).
Mr. Lorenzen has 20 years of radiation science & protection experience.
He has designed radiological emergency & disaster plans. He has extensive
experience in designing and conducting radiation safety training programs. As
a technical expert on radiological matters, he serves on the Nuclear Incident
Advisory Team (NIAT). He lectures on Radiological Science and Protection at
Harvard School of Public Health, and he was Manager of Radiological Operations
at Harvard University. Mr. Lorenzen is Director, of NELRAD – consortium
of radioactive waste generators.
RICHARD SERINO, EMT-P Richard Serino
is Chief of Department, Boston EMS, and Director, Boston Metropolitan Medical
Response System (MMRS). Chief Serino began his Boston EMS career in 1973 as
an EMT, and has been promoted through the ranks during his 30-year tenure, assuming
Boston EMS’ highest-ranking position, Chief of Department, in April 2000.
He oversees all aspects of Boston EMS including Planning, Operations, Administration
and Finance, and Research, Training, and Quality Improvement. Chief Serino also
serves as a Boston Public Health Commission Bureau Chief. He has served as Incident
Commander for numerous major events in Boston, including the Boston Marathon,
Boston’s Fourth of July, First Night Celebration, and Sail Boston 2000.
Chief Serino has also commanded medical operations at numerous mass casualty
airplane and train incidents. He has worked on all aspects of Emergency Preparedness,
Public Health and Public Safety nationally and internationally. Locally, he
has served on the Board of Directors and Executive Committee of the Metropolitan
Boston Emergency Medical Services Council. Chief Serino has worked extensively
with a multifarious group of federal agencies including the US Attorneys’
Anti-Terrorism Task Force, National Faculty Workshop on Domestic Preparedness
and has served as a Domestic Preparedness Instructor/Trainer in Weapons of Mass
Destruction Awareness, Operations, and Incident Command. Post 9/11, Chief Serino
served on the after-action assessment team at the Pentagon. He has worked as
a member of the Medical Responders Focus Group on Chemical and Biological Incident
Response for the United States Army Chemical and Biological Defense Command.
He served for the Federal Emergency Management Agency as a member of the Nuclear/Biological/Chemical
Terrorism Response focus group for Local Government at their Emergency Management
Institute. Chief Serino is a guest lecturer in Emergency Management at the Boston
University School of Public Health, and has served as a member of the Senior
Executives in State and Local Government program at Harvard University’s
Kennedy School of Government, Cambridge. Publicly recognizing his lifetime dedication
to the citizens of Boston, Chief Serino was awarded the 1996 Henry L. Shattuck
Public Service Award – the City’s highest honor for contributions
to public service.
KEVIN T. SPELLMAN, EMT, EMT Spellman
has been an Emergency Medical Technician for fifteen years, spending the last
eight as a Boston EMS staff member. He holds a Bachelor of Science in Sports
Medicine/Cardiovascular Health from Northeastern University, and is a Class
A licensed driver with Hazardous Materials Endorsements. EMT Spellman is a member
of Boston EMS’ Special Operations Division, and has principal responsibility
for maintaining all support equipment and training supplies in a readiness-to-respond
condition. He is a Hazardous Materials Specialist and instructor with a focus
on Weapons of Mass Destruction. EMT Spellman is also a certified Swiftwater
Rescue Technician, Rescue Diver, and High Incident Rescue Technician. He has
taught Physical Training, Hazardous Materials, and training for HAZMAT Drivers.
EMT Spellman has served as a member of the National Disaster Medical Assistance
Team [DMAT], and International Medical/Surgical Response Team [IMSURT]. He is
currently a Massachusetts State Certified Paramedic, ACLS Instructor, PALS,
and BTLS instructor.
ROBERT J. WARREN, CHMM, BA, MAT Mr. Warren
is the Hazardous Materials Emergency Response Educator with the DelValle Emergency
Preparedness Training Institute of Boston. He holds a Bachelors Degree in Biology
from Eastern Nazarene College, and a Masters in Biology and Teaching from Bridgewater
State College. Mr. Warren taught Biology, Anatomy and Physiology, and Marine
Sciences for twenty years at the secondary school level. He was a Medical Laboratory
Technician for over eighteen years at Quincy City Hospital and South Shore Hospital,
concentrating in blood-banking, chemistry, hematology, bacteriology, organic
chemistry, urinalysis and phlebotomy. More recently, Mr. Warren was a Corporate
Safety Technical Trainer for Clean Harbors, Inc. instructing and guiding personnel
at hazardous material release incidents. He has been the Corporate Safety and
Training Manager for Groundwater Technology and had additional site safety responsibility
for 15 of the company’s international offices. Mr. Warren recently completed
eight years of industrial safety consulting and training at HAZMATEAM, Inc.
with an emphasis in preparing client company’s employees to develop Emergency
Spill Response Teams. He is a certified Hazardous Materials Technician Instructor,
OSHA Authorized Industrial Safety Compliance Trainer, Incident Command Instructor,
EPA certified Hazardous Materials Operations Instructor, and EPA certified Hazardous
Materials Incident Response Instructor. He is a Certified Hazardous Materials
Manager at the Master Level with the Institute of Hazardous Materials Management.
