On December 17, 2015, the Boston Board of Health adopted amendments to Boston's tobacco control regulations that do the following:

  • Increase the minimum sales age for tobacco and nicotine products, including e-cigarettes, to 21;
  • Increase the age for admission to adult-only retail tobacco stores and smoking bars to 21;
  • Prohibit the sale of flavored tobacco products and nicotine delivery products other than menthol in all retail outlets other than adult-only retail tobacco stores and smoking bars (see the full Flavored Tobacco Product List)
  • Consolidate the Restricting the Sale of Tobacco Products Regulation (blunt wrap and pharmacy ban) into the Youth Access Regulation; and
  • Clarify the authority of the Tobacco Control Program with respect to permit reapplications.
